Published here in paperback for the first time is much of a final and long-anticipated work by R. G. Collingwood on philosophy of history, of which subject he was the greatest exponent in the English language. The original text of this work was only recently discovered. It is accompanied by shorter unpublished writings by Collingwood on historical knowledge and inquiry. A lengthy editorial introduction sets these writings in their context, and discusses philosophical questions to which they give rise.

Silence in organizations refers to a state in which employees refrain from calling attention to issues at work such as illegal or immoral practices or developments that violate personal, moral, or legal standards. While Morrison and Milliken (Acad Manag Rev 25:706–725, 2000) discussed how organizational silence as a top-down organizational level phenomenon can cause employees to remain silent, a bottom-up perspective—that is, how employee motives contribute to the occurrence and maintenance of silence in organizations—has not yet been given much research (...) attention. In this paper, we argue that this perspective is a meaningful complementation of the existing literature and that it is sensible to conceptualize distinct forms of employee silence (Pinder and Harlos, Research in personnel and human resources management. JAI Press, Greenwich, 2001; van Dyne et al., J Manag Stud 40:1359–1392, 2003). Drawing on past research and theory we conceptualize four forms of employee silence, namely quiescent, acquiescent, prosocial, and opportunistic silence. We present scales to assess the four forms and provide empirical tests for their distinctiveness and patterns of relationships to various correlates and potential antecedents and consequences. The idea of progress was lent much importance by Collingwood, but it is difficult to elucidate his views on the idea. Considering his views of other related concepts -change, development, and process-aids the understanding of his idea of progress. Collingwood's treatment of the concept of historical progress shows a lack of consistency, when he denies on the one hand that ways of life can be grasped, while on the other he believes that historical periods may be understood. Collingwood denies the (...) possibility that historical periods can be compared, for each period is characterized and judged in terms of its own problems and the solutions it find's for them. It is possible to distinguish four different positions in Collingwood's attitude to the concept of progress: a) It is dependent on a point of view; b) It is meaningless when used in the realms of art, happiness, and morality; c) It is meaningful when applied to the identity of a certain problem; d) It is necessary in solving practical and theoretical problems. This article takes seriously Collingwood's claim that history is a science and explores what he could have meant by this contention. The essence of his claim is the inferential nature of history, but its specific character was not fully explored. It is argued that the type of inference he hinted at was abduction as developed by Peirce. The importance of this type of reasoning is increasingly endorsed in contemporary debates, and Collingwood's ideas on the scientific status of history turn out (...) to be relevant. (shrink)

The book begins with a discussion of the debates on history education as they developed in Great Britain during the last decades of the previous century. In these debates, reference is often made to the views of the philosopher and historian R. G. Collingwood. However, according to the author, his philosophy of history is usually misunderstood. Besides correcting the various misinterpretations of Collingwood's views on history, special attention is paid to his theory of (historical) imagination. In the final part of (...) the book, the relevance of Collingwood's philosophy for more general educational issues is discussed and compared with the views of Hirst, Bloom and Bruner. (shrink)

The essays collected together in this volume originated with a symposium which addressed a variety of issues associated with the publications of Professor W.H. Dray in the philosophy of history. In this expanded version of the original symposium, to which Professor Dray has provided a critical response, a group of prominent philosophers and historians address the central questions posed by contemporary philosophy of history - such as, the logic and methodology of historical explanation, the selection and uses of evidence, the (...) fact/value relationship, the nature of historical causation, the question of conflicting interpretations and their possible resolution, the idea of history as a school of practical wisdom, and the question whether history has any discernable pattern or meaning. These issues are approached from the experience of both historians and philosophers and represent an important increment to the long-standing and continuing debates concerning the nature and aims of the practice and philosophy of history. In this article we investigate whether the following conjecture is true or not: does the addition-free theta functions form a canonical notation system for the linear versions of Friedman’s well-partial-orders with the so-called gap-condition over a finite set of n labels. Rather surprisingly, we can show this is the case for two labels, but not for more than two labels. Misinformation perceptions related to global crises such as COVID-19 can have negative ramifications for democracy. Beliefs related to the prevalence of falsehoods may increase news avoidance or even vaccine hesitancy – a problematic context for successful interventions and policymaking. To explore how misinformation beliefs developed over a six-month pandemic period and how they corresponded to (digital) media preferences and selective exposure to the news, we rely on a five-wave panel survey conducted in the Netherlands (N =1,742). Our main findings show (...) that misinformation perceptions got more pronounced as the pandemic evolved. Social media use related to more pronounced misinformation beliefs within waves, whereas mainstream news use corresponded to less pronounced misinformation beliefs. An important implication for journalists and policymakers is to lower the over-time accumulation of misinformation perceptions, for example, by increasing transparency and acknowledging “honest mistakes.”. Artificial Intelligence (AI) is increasingly adopted in society, creating numerous opportunities but at the same time posing ethical challenges. Many of these are familiar, such as issues of fairness, responsibility and privacy, but are presented in a new and challenging guise due to our limited ability to steer and predict the outputs of AI systems. This chapter first introduces these ethical challenges, stressing that overviews of values are a good starting point but frequently fail to suffice due to the context (...) sensitivity of ethical challenges. Frequently, additional (ethical) values emerge for specific applications, as e.g. challenges with fraud detection are very different from those around language technologies. Second, methods to tackle these challenges are discussed. Main ethical theories (virtue ethics, consequentialism, and deontology) are shown to provide a starting point, but often lack the details needed for actionable AI Ethics. Instead, mid-level philosophical theories coupled to design-approaches such as Design for Values, together with interdisciplinary working methods, offer the best way forwards. The chapter aims to show how these approaches can lead to an ethics of AI that is actionable and that can be proactively integrated in the design of AI systems. (shrink)

Populist attributions of blame have important effects on citizens’ attitudes, cognitions, emotions, and behaviors. Extending previous studies that have mostly looked at populist messages blaming political elites, we use an online survey experiment (N = 805) to investigate the effects of blaming different elitist actors in populist and non-populist ways: (1) political elites, (2) corporate elites, (3) scientific elites, and (4) a combination of these elites. We compare mere causal responsibility attribution to populist blame attributions that highlight a central opposition (...) between “pure ordinary people” and “corrupt elites” to tease out the specific effect of populist rhetoric. Results suggest that populist messages blaming all elites have stronger effects than isolated cues. Furthermore, populist blame attribution leads to more negative perceptions of the elites than non-populist blame attribution. The finding that populist frames can – under some conditions – activate negative perceptions toward different elites is alarming in times of declining trust in societal institutions, and calls for a more encompassing understanding of populists’ scapegoats. This paper is concerned with the question of how the social and economic structure of cities affects the degree of political competition and how in turn these factors affect the degree of a political stability. It isbased on a comparative empirical study of the outcomes of the communal elections of 1952, 1958 and 1964 in 147 Belgian cities that had a population size of 10.000 or more in 1947.In the first place the following generalizations are made with regard to the (...) election outcomes in these cities during the 1952-1964 period. 1. A general proliferation of lists or parties participating in the elections from 1952 to 1964.2. A trend from one-party-control over the college of the city council toward coalition-control.3. A net increase in the number of catholic lists and a net decrease in the number of socialist and liberal lists participating in the colleges of these townships.4. An increase in the number of cities in which newer, smaller and nontraditional parties or lists participated in the college of the city council.Three measures of politica! competitions are employed :1. The average number of parties or lists, that entered the communal election of 1952, 1958 and 1964.2. The average number of lists that received at least ten per cent of the vote in these three elections, and3. The presence or absence of a coalition on the college of the city council in 1952.The two measures of politica! stability, which are also based on the results of the same elections, are :1. The degree of stability in the lists and parties participating in the college of the city council, and2. The degree of stability in the list or party controlling the college of the city council.In general, measures of structural differentiation, linguistic diversity, industrial diversity, and social heterogeneity are found to be positively related to the degree of competition in local politics. In turn, measures of each of these structural factors and the measures of political competition are found to be negatively related to measures of political stability. Regression analysis supports the interpretation that diversity and heterogeneity in the social structure of cities - specifically, population size, density, and the presence of many persons with high occupational status - contribute to greater politica! competition in local polities, but that it is the degree of political competition that most strongly affects the degree of political stability.The conclusion is drawn that cities with a high degree of social and economic heterogeneity have a greater amount of conflict and cleavage. This results in greater competition in the political arena whichin turn predisposes such cities to have a high degree of instability in the control of their city governments. (shrink)

This book demonstrates that the important educational developments of the Elizabethan and early Stuart periods, which are often portrayed as new and revolutionary in nature, were in fact the culmination of an evolutionary process more than two centuries old. It also shows that popular literacy was considerably more widespread by the time of Spenser and Shakespeare than most recent studies suggest. The book treats the long period 1348–1648 as a unit by discounting the importance of the year 1485, which marked (...) the end of one dynasty and the beginning of another but had no discernible effect on educational and cultural conditions. Additionally, it argues that the massive changes of the final years of Henry VIII, which momentarily disrupted the universities and the grammar schools of the realm, were beneficial in the long run, since local energies were thereby unleashed and greater public support for educational institutions of all kinds soon materialized. A period of steady growth continued until the 1640s and 1650s, when the bitter experiences of the Civil War and rancorous arguments about the role of the universities and the grammar schools in precipitating the outbreak of hostilities caused the mainstream of public opinion to question the efficacy of advanced education, which increasingly came to be seen as a threat to established values and traditions. Thereafter an era of decline began that lasted until the mid-nineteenth century. Finally, the book treats the important contributions made by both clerics and women during the long period 1348–1648. Although laymen were the greatest beneficiaries of the steady widening of educational opportunity during those three centuries, clerics and women provided most of the funds, without which many fewer colleges, schools, and scholarships for poor boys would have been established. They did so because of their belief that improved education was necessary for the further spread of the Christian message. (shrink)

According to standard linguistic theory, the meaning of an utterance is the product of conventional semantic meaning and general pragmatic rules on language use. We investigate how such a division of labor between semantics and pragmatics could evolve under general processes of selection and learning. We present a game‐theoretic model of the competition between types of language users, each endowed with certain lexical representations and a particular pragmatic disposition to act on them. Our model traces two evolutionary forces and their (...) interaction: (i) pressure toward communicative efficiency and (ii) transmission perturbations during the acquisition of linguistic knowledge. We illustrate the model based on a case study on scalar implicatures, which suggests that the relationship between underspecified semantics and pragmatic inference is one of coevolution. (shrink)

ABSTRACT:The ethics of high frequency trading are obscure, due in part to the complexity of the practice. This article contributes to the existing literature of ethics in financial markets by examining a recent trend in regulation in high frequency trading, the prohibition of deception. We argue that in the financial markets almost any regulation, other than the most basic, tends to create a moral hazard and increase information asymmetry. Since the market’s job is, at least in part, price discovery, we (...) argue that simplicity of regulation and restraint in regulation are virtues to a greater extent than in other areas of finance. Humeans are often accused of accounting for natural laws in such a way that the fundamental entities that are supposed to explain the laws circle back and explain themselves. Loewer (2012) contends this is only the appearance of circularity. When it comes to the laws of nature, the Humean posits two kinds of explanation: metaphysical and scientific. The circle is then cut because the kind of explanation the laws provide for the fundamental entities is distinct from the kind of explanation (...) the entities provide for the laws. Lange (2013) has replied that Loewer’s defense is a distinction without a difference. As Lange sees it, Humeanism still produces a circular explanation because scientific explanations are transmitted across metaphysical explanations. We disagree that metaphysical explanation is such a ready conduit of scientific explanation. In what follows, we clear Humeanism of all charges of circularity by exploring how different kinds of explanation can and cannot interact. Our defense of Humeanism begins by presenting the circularity objection and detailing how it relies on an implausible principle about the transitivity of explanation. Then, we turn to Lange’s (2013) transitivity principle for explanation to argue that it fairs no better. With objections neutral to the debate between Humeanism and anti-Humeanism, we will show that his principle is not able to make the circularity objection sound. (shrink)

Branching-time temporal logics have proved to be an extraordinarily successful tool in the formal specification and verification of distributed systems. Much of their success stems from the tractability of the model checking problem for the branching time logic CTL, which has made it possible to implement tools that allow designers to automatically verify that systems satisfy requirements expressed in CTL. Recently, CTL was generalised by Alur, Henzinger, and Kupferman in a logic known as Alternating-time Temporal Logic (ATL). The key insight (...) in ATL is that the path quantifiers of CTL could be replaced by cooperation modalities, of the form , where is a set of agents. The intended interpretation of an ATL formula is that the agents can cooperate to ensure that holds (equivalently, that have a winning strategy for ). In this paper, we extend ATL with knowledge modalities, of the kind made popular in the work of Fagin, Halpern, Moses, Vardi and colleagues. Combining these knowledge modalities with ATL, it becomes possible to express such properties as group can cooperate to bring about iff it is common knowledge in that . The resulting logic — Alternating-time Temporal Epistemic Logic (ATEL) — shares the tractability of model checking with its ATL parent, and is a succinct and expressive language for reasoning about game-like multiagent systems. Notions of objecthood have traditionally been cast in visuocentric terminology. As a result, theories of auditory and cross-modal perception have focused more on the differences between modalities than on the similarities. In this paper we re-examine the concept of an object in a way that overcomes the limitations of the traditional perspective. We propose a new, cross-modal conception of objecthood which focuses on the similarities between modalities instead of the differences. Further, we propose that the auditory system might consist of (...) two parallel streams of processing (the `what' and `where' subsystems) in a manner analogous to current conceptions of the visual system. We suggest that the `what' subsystems in each modality are concerned with objecthood. Finally, we present evidence for—and elaborate on—the hypothesis that the auditory `where' subsystem is in the service of the visual-motor `where' subsystem. (shrink)

The free energy principle is sometimes put forward as accounting for biological self-organization and cognition. It states that for a system to maintain non-equilibrium steady-state with its environment it can be described as minimising its free energy. It is said to be entirely scale-free, applying to anything from particles to organisms, and interactive machines, spanning from the abiotic to the biotic. Because the FEP is so general in its application, one might wonder whether this framework can capture anything specific to (...) biology. We take steps to correct for this here. We first explicate the worry, taking pebbles as examples of an abiotic system, and then discuss to what extent the FEP can distinguish its dynamics from an organism’s. We articulate the notion of ‘autonomy as precarious operational closure’ from the enactive literature, and investigate how it can be unpacked within the FEP. This enables the FEP to delineate between the abiotic and the biotic; avoiding the pebble worry that keeps it out of touch with the living systems we encounter in the world. (shrink)

The just war tradition is an evolving body of tenets for determining when resorting to war is just and how war may be justly executed. Rethinking the Just War Tradition provides a timely exploration in light of new security threats that have emerged since the end of the Cold War, including ongoing conflicts in the Middle East, threats of terror attacks, and genocidal conflicts within states. The contributors are philosophers, political scientists, a U.S. Army officer, and a senior analyst at (...) the Center for Defense Information. They scrutinize some familiar themes in just war theory from fresh and original angles, and also explore altogether new territory. The diverse topics considered include war and the environment, justice in the ending of war, U.S. military hegemony, a general theory of just armed-conflict principles, supreme emergencies, the distinction between combatants and noncombatants, child soldiers, the moral equality of all soldiers, targeted assassination, preventive war, right authority, and armed humanitarian intervention. Clearly written and free of jargon, this book illustrates how the just war tradition can be rethought and applied today. Although the change of beliefs in the face of new information has been widely studied with some success, the revision of other mental states has received little attention from the theoretical perspective. In particular, intentions are widely recognised as being a key attitude for rational agents, and while several formal theories of intention have been proposed in the literature, the logic of intention revision has been hardly considered. There are several reasons for this: perhaps most importantly, intentions are very closely (...) connected with other mental states—in particular, beliefs about the future and the abilities of the agent. So, we cannot study them in isolation. We must consider the interplay between intention revision and the revision of other mental states, which complicates the picture considerably. In this paper, we present some first steps towards a theory of intention revision. We develop a simple model of an agent’s mental states, and define intention revision operators. Using this model, we develop a logic of intention dynamics, and then investigate some of its properties. (shrink)

The free energy principle (FEP) portends to provide a unifying principle for the biological and cognitive sciences. It states that for a system to maintain non-equilibrium steady-state with its environment it must minimise its (information-theoretic) free energy. Under the FEP, to minimise free energy is equivalent to engaging in approximate Bayesian inference. According to the FEP, therefore, inference is at the explanatory base of biology and cognition. In this paper, we discuss a specific challenge to this inferential formulation of adaptive (...) self-organisation. We call it the universal ethology challenge: it states that the FEP cannot unify biology and cognition, for life itself (or adaptive self-organisation) does not require inferential routines to select adaptive solutions to environmental pressures (as mandated by the FEP). We show that it is possible to overcome the universal ethology challenge by providing a cautious and exploratory treatment of inference under the FEP. We conclude that there are good reasons for thinking that the FEP can unify biology and cognition under the notion of approximate Bayesian inference, even if further challenges must be addressed to properly draw such a conclusion. Since it was first proposed by Moses, Shoham, and Tennenholtz, the social laws paradigm has proved to be one of the most compelling approaches to the offline coordination of multiagent systems. In this paper, we make four key contributions to the theory and practice of social laws in multiagent systems. First, we show that the Alternating-time Temporal Logic (atl) of Alur, Henzinger, and Kupferman provides an elegant and powerful framework within which to express and understand social laws for multiagent systems. Second, we show that the effectiveness, feasibility, and synthesis problems for social laws may naturally be framed as atl model checking problems, and that as a consequence, existing atl model checkers may be applied to these problems. Third, we show that the complexity of the feasibility problem in our framework is no more complex in the general case than that of the corresponding problem in the Shoham–Tennenholtz framework (it is np-complete). Finally, we show how our basic framework can easily be extended to permit social laws in which constraints on the legality or otherwise of some action may be explicitly required. To advance current knowledge on ethical decision-making in organizations, we integrate two perspectives that have thus far developed independently: the organizational identification perspective and the ethical climate perspective. We illustrate the interaction between these perspectives in two studies, in which we presented participants with moral business dilemmas. Specifically, we found that organizational identification increased moral decision-making only when the organization’s climate was perceived to be ethical. In addition, we disentangle this effect in Study 2 from participants’ moral identity. We argue (...) that the interactive influence of organizational identification and ethical climate, rather than the independent influence of either of these perspectives, is crucial for understanding moral decision-making in organizations. Rational agents are important objects of study in several research communities, including economics, philosophy, cognitive science, and most recently computer science and artificial intelligence. Crudely, a rational agent is an entity that is capable of acting on its environment, and which chooses to act in such a way as to further its own best interests. There has recently been much interest in the use of mathematical logic for developing formal theories of such agents. Such theories view agents as practical reasoning (...) systems, deciding moment by moment which action to perform next, given the beliefs they have about the world and their desires with respect to how they would like the world to be. In this article, we survey the state of the art in developing logical theories of rational agency. Following a discussion on the dimensions along which such theories can vary, we briefly survey the logical tools available in order to construct such theories. We then review and critically assess three of the best known theories of rational agency: Cohen and Levesque's intention logic, Rao and Georgeff's BDI logics, and the KARO framework of Meyer et al. We then discuss the various roles that such logics can play in helping us to engineer rational agents, and conclude with a discussion of open problems. (shrink)
